Understanding the funding options available

Services can be accessed through Government-funded care via the Support at Home Program, Commonwealth Home Support Programme (CHSP), Restorative Care or self-funded privately.

Home care funding options

Support at Home program

Support at Home is Government-subsidised. However, you may need to make a co-contribution. How much you will need to pay will depend on your financial situation, which the Government will figure out with an assessment of your income and assets (a means test) through Services Australia.
Co-contributions also depend on the types of services you receive. Under Support at Home, Clinical care is fully funded, while Independence and Everyday living services can attract co-contributions, depending on your assessment with Services Australia.

Commonwealth Home Support Program

The Government will fund the cost of your services but it is expected CHSP providers charge client contributions where clients can afford to do so. Southern Cross Care WA has set a competitive co-contribution fee to ensure it covers the cost of delivering services.

Private funding

Private home care is fully self-funded and sits outside the Government’s subsidised Support at Home program.
It can be used on its own or alongside your subsidised services. Many people choose private care to fill gaps in support, increase the level of help they receive, or to access services while waiting for an assessment or approval.

Every person’s needs are different, so our private home care is flexible and tailored to your situation. You choose the support that works for you, with no waiting lists and no standard package to fit into.

What type of client are you?

Grandfathered client

If you were approved for a Home Care Package on or before 12 September 2024, you are considered a grandfathered client under Support at Home.
Your funding continues at the same level as your previous Home Care Package and is provided in quarterly budgets that you can use for the services you need. If you do not use the full amount in a quarter, you can roll over up to $1,000 or 10 per cent of your budget (whichever is higher) into the next quarter.You will not pay any additional co-contributions beyond what you were already paying. If you did not pay an income-tested fee before, you will not pay one now. Any unspent Home Care Package funds you held before 31 October 2025 can still be used for approved Support at Home services after your quarterly budget is spent.

Transitioned client

If you were approved for a Home Care Package or placed on the National Priority System between 13 September 2024 and 31 October 2025, you are a transitioned client.

You now receive services under Support at Home, which focuses on wellness, reablement, and maintaining independence at home. Your funding and service structure may look different to the old Home Care Package system, and your Care Coordinator can help you understand what this means for your support, budget and goals.

New Support at Home client

If you were approved for aged care on or after 1 November 2025, you enter the system as a new Support at Home client.

Your Support at Home budget, co-payments and approved services are all based on your most recent My Aged Care assessment. You will work with a Care Coordinator to build a Care Plan based on your goals and assessed needs, using the streamlined Support at Home service list and funding model.

Hardship

If you are experiencing financial difficulty and are unable to pay your co-contributions, you may be able to apply for financial hardship assistance through Services Australia. If your application is approved, the Australian Government will cover part or all of your aged care fees.

If you already have an approved hardship arrangement, it will stay in place until the expiry date.

Please let Southern Cross Care WA know if you decide to apply for financial hardship assistance. We can pause fee collection while you wait for the outcome. If your application is not approved, any outstanding fees will still need to be paid.
